-네: Noticing Something Out Loud
Noticing / realising something as you speak — mild surprise or recognition, often half to yourself.
How to form it

-네 is the ending for I’m noticing this as I say it.
비가 너무 많이 오네요 — you are not forecasting; you are registering the rain out loud. 우리말샘 separates a plain narrative -네 from a noticing/exclamatory -네; Sejong’s weather unit wants the second job.
What it does — fresh registration
The content is something you are clocking now — weather, a crowd, a taste, a face. You may be talking to someone else, or half to yourself; the ending marks the noticing, not a lecture.
비가 많이 오네요.
사람이 많네.
오늘 춥네요.
여기 예쁘네요.English speakers overplay wow! Korean -네 is often quiet recognition. Tone does the rest.

-잖아요 assumes shared knowledge (you know…). -네 is fresh registration — you just saw it, you are not insisting it was already on the shared file.
Practice rule: if you could replace the line with “oh — I’m registering X,” -네(요) fits. If you mean “you already knew X,” you wanted -잖아요. If you mean “it will / I guess,” check -겠-.
